STAR Kampuchea is a Cambodian non-governmental organization established in 1997, working to promote human rights respect, democratic governance and sustainable natural resources management. STAR Kampuchea is implemented a project on Community Empowerment for Conflict Transformation on Land and Natural Resources Governance (CECT)” Phase II, which is financially supported by HEKS/EPER Cambodia.  This is carried out in Kampong Chhnang and Pursat provinces. STAR Kampuchea is seeking to recruit a qualified Cambodian candidate to fulfill in the position of “Project Officer”, who will work at Kampong Chhnang province.


v  To implement overall project activities and facilitate activities in Kampong Chhnang  province

v  To provide capacity building to target groups on Conflict Sensitivity and Transformation,  Community Empowerment, Natural Resource Governance, ISAF on land and NRM, Land Titling Registration Processes, Judicial System, Alternative Dispute Resolution by using Human Rights Based Approach (HRBA),

v  To implement a piloted ISAF on land and NRM, work closely with CAFs and Land/Natural Resource Conflict Resolution Group at the commune, district and provincial levels inKampong Chhnang province.

v  To facilitate ISAF on land/NRM with other PO staff in project to ensure that the activities will be implemented on time

v  To work closely with HEKS partners in respectively target areas for better conditions of conflict in land and/or natural resource issues.

v  To develop project plan and budget request (weekly, monthly and quarterly)

v  To develop monthly report, case solve mapping/case study, success case, HKI data collection  and assist PM to develop quarterly, annually reports and 3.5 years report

v  Conduct follow up and monitor on results to summarize quarterly and annually reports

v  To maintain relationships with Commune Accountability Facilitators (CAF), local authorities, line department (OWSO, land department) and other development partners.

v  To participate with Project Manager to produce Training of Trainers (ToT) ISAF on land/NRM Manual, Participant Handout and other Information, Education and Communication (IEC) materials

v  To facilitate with Commune Accountability Facilitators (CAF) and Land/Natural Resource Conflict Resolution Groups to address the land titling, natural resources governance, and application for land registration or judicial system

v  To facilitate the Independent Provincial Advisory Group to attend technical working group at national level or relevant ministries.

v  To facilitate with Technical Working Group on land rights in school

v  To effectively implement Protection Sexual Exploitation and Abuse (PSEA) policy and sign of Code of Conduct

v  To undertake additional related duties as necessary from PM




v  Cambodian nationals with Bachelor Degree of Cadastral, Law, Forestry, Fishery, Environment, rural development or agriculture, or related fields

v  At least two years experiences with civil society organizations, preferably with land and Natural Resource Management

v  Substantial knowledge on land, forestry, fishery issues, conflicts, land registration processes and advocacy strategies, especially experiences on ISAF framework, Social accountability, good governance and   knowledge in peaceful building or Conflict Transformation

v  Knowledge of project management, Monitoring and Evaluation (M&E), and Result Based Monitoring (RBM)

v  Ability and willing to work with community people, local authorities, and other stakeholders 

v  Excellent interpersonal communication and negotiation skills and team work

v  Very good language skills in Khmer and English(oral and writing)

v  Experience in using MS-Word , Excel PowerPoint , e-mail, Social Media
