Announcement Description

API is a leading Cambodian capacity-building organization in the areas of advocacy, policy influencing, citizen engagement, and good governance. API is a non-profit, non-governmental organization (NGO) with the mission to serve the long-term democratic and social development needs of Cambodia through empowering people to interact with their government to protect their rights and provide for their needs. By 2023, API has set its goal "To fulfill rights and enhance voices of citizens for sustainable development in Cambodia" with a focus on empowering women, youth, and disadvantaged groups, namely the poor, people with disabilities, indigenous people, and out of school children to voice their concerns and hold government accountable, transparent, inclusive and responsive for their decisions and actions at all levels.


For Project: “Supporting meaningful civic engagement for improved accountability by leveraging digital technologies” and “Internet Monitoring and Action Project (IMAP) – promote and safeguard internet freedoms through better civil society understanding of internet censorship, digital rights and safety in advocacy”

Base in Phnom Penh.

API is looking for a full-time "ICT and Internet Monitoring Specialist" who is responsible for the EU funded projects “Supporting meaningful civic engagement for improved accountability by leveraging digital technologies” and The East-West Management Institute, Inc. (EWMI) funded projects “Internet Monitoring and Action Project (IMAP) – promote and safeguard internet freedoms through better civil society understanding of internet censorship, digital rights and safety in advocacy”, and API’s whole operation in ICT technical terms.


Requirements

  • Essential: 
  • A university degree in computer science, information technology, or equivalentGood knowledge in web programming languages such as HTML, CSS, XML, JavaScript, JavaScript framework, Bootstrap, PHP, ASP.NET, JSP
  • Good knowledge of Database Management Systems such as MySQL and MS SQL.
  • Having good experience in developing web pages and social media pages using Content Management System
  • Having good knowledge in Object Oriented Programming/design patterns is desirable
  • Good experiences with Microsoft Windows, Linux, and Synology Server
  • Previous experience developing and managing modern ICT platforms
  • Good experience in Google Workspace (formerly G Suite)
  • Strong time management and organizational skills, detail-oriented, and takes initiative to tackle challenges
  • Good oral and written communication in both Khmer and English
