Helpcode is an Italian based NGO
that have been operating in Cambodia since 2006, working on projects in
40 villages in the provinces of Sihanoukville, Kampot and Kandal and more
recently in the informal settlements on the outskirts of Phnom
Penh. Our initiatives aim to support the most vulnerable
children in Cambodia with access to an
education and to create supportive environments for children’s
health and wellbeing within the communities and schools in which
we work.

This position requires strong
leadership and management skills; technical and operational skills in
waste management and disaster preparedness; organizational
representation, communication and risk management skills as
well as professional experience in building and developing
partnership networks and in diversifying resources to support
ongoing programs.
The Technical and Operational Manager is responsible for the overall
coordination and quality implementation of the in country
program; she/he provides the needed coaching and supervision for the
people under her/his direct responsibility; she/he ensures the design and implementation of high
quality programs, the sourcing and efficient
management of public grants and private funds in accordance with donor
procedures and in support of high quality
reporting processes.
She/he participates in on-site
coordination meetings (UN cluster meetings, NGO Network) and supports the Country
Director represent the organization in front of national and international
institutions in the Country as required enhancing the business
development opportunities and relations with partners.

The Technical and Operational Manager operates
under the functional responsibility of the Helpcode Cambodia Country
Director and reports to the Helpcode Cambodia Country
Director. She/He is based in Helpocde offices in the
Cambodia.

Main working stations are Phnom
Penh and Sihanoukville
Duties
- Provide overall technical and operational
supervisory support to existing projects and project work to be established,
ensuring projects are delivered on time and on
budget and completed to the expected standard set
down.
- Research and source funding
opportunities for Disaster Preparedness and Waste
Management Projects
- Develop and maintain positive productive
relationships with current and future key
stakeholders and donors
- Contribute to the technical and operational
development of new Helpcode Business Development
opportunities in the areas of Disaster
Preparedness and Waste Management.
- Contribute to the strategic planning of the
Helpcode organisation in Cambodia
- As required work to build the technical and operational
capacity of the Helpcode Office and Field staff
- Write the required Reports for the projects ensuring
that reports are quality documents reflecting progress on all activities outlined in Project
Proposals.
- Engage in weekly communication on projects
progress with the Helpcode Management Team.
- The employee acknowledges any documents or resources
developed as part of the implementation of the project remain the intellectual
property of Helpcode.
- The employee acknowledges that Helpcode
Management will accompany the employee on field
trips to monitor and evaluate projects as
requested.
Requirements
- Fluency in English and Khmer will be
required.
