BACKGROUND INFORMATION
DanChurchAid (DCA) established its first office in Cambodia in
1997 after having supported partners since its inception in 1979.
DCA’s global strategies focuses on two sectors: ‘Fight Extreme
Inequality’ supporting active citizenship and human rights
work, and ‘Build Resilient Communities’ boosting right to food,
sustainable livelihoods and climate change preparedness and response.
Enhancing the psychosocial
health of Human Rights Defenders (HRDs) and their
supporting organizations is essential to protecting and strengthening
those championing rights in Cambodia. DCA is working with 9
partners on advancing rights in Cambodia. As part of the support provided to these
partners and the HRDs they work with DCA is looking to provide
psychosocial support and services to respond to their
trauma and build their resilience.
To achieve this DCA will engage a two-pronged
approach to enhancing the expertise and services of a
minimum of two local organizations currently providing psychosocial
care while also building the capacity of partners to incorporate
psychosocial care and support into their organization. The
aim is to boost the availability of holistic
wellbeing and psychotherapy in Cambodia whilst also
addressing the issues of stress, burnout and their
triggers for HRDs and the organizations who support
them.
Given the needs outlined above,
DCA Cambodia is recruiting a consultant with expertise in trauma-informed
care, stress management and wellness activities. The specific results
are:
1.
Complete a baseline study of
psychosocial care needs for HRDs and relevant staff
2.
Conduct
workshops for HRDs and relevant staff to address
themes and areas raised during the baseline study
3.
Conduct an annual
psychosocial care retreat for HRDs and relevant staff
4.
Conduct capacity building
workshops and monitoring of local psychosocial and/or
mental health care providers
5.
Conduct international
capacity building workshops for HRDs and relevant staff

SCOPE OF THE SERVICES
During 2021, there will be further
meetings to refine the final workplan. The consultant will provide
recommendations based on their consultations with key
stakeholders and experience in psychosocial care and capacity
development in this area.
TIMING COMMITMENT, LOGISTICS AND FACILITIES
It is envisaged that the consultancy will be for a
duration of 2 years to enable extensive support to
human rights defenders and their supporting organizations
throughout the life of the project. The consultant will work with DCA to ensure activities remain
fit-for-purpose and to resolve issues as they arise.
REPORTING
DCA and the consultant will set
regular meetings to discuss the progress of the
activities, provide feedback and make adjustments. In
addition the consultant is required to provide
quarterly reporting on activities conducted during the period.
A template and reporting inclusions are to be negotiated with DCA.

QUALIFICATION
REQUIREMENTS
·
The individual must
hold a degree (minimum bachelors degree) in an allied
health or health profession such as psychology,
social work, occupational therapy, psychiatry or counselling.
·
The individual must
have a minimum of 5 years work experience in psychosocial support and
advice with a focus on trauma informed care and/or stress
management and/or mental health wellbeing.
·
The individual or organization
must have a minimum of one similar technical
consultancy with either an international or national
NGO or organization. Experience operating in Cambodia will be
highly regarded.
·
The individual must
have the proven skills to provide analyse the mental
health and wellness needs of organizations and/or
individuals and provide training and capacity
development support to a wide range of people with vary
level of understanding of and experience in psychosocial
care.
·
Regarding
languages, the consultant must possess good written and verbal
communication skills in English, with Khmer language skills highly
regarded.
Submission
Requirements
In submitting a proposal the Candidate
accepts in full and without restriction the special and general
conditions including annexes governing this Contract as the
sole basis of this procedure, whatever his own conditions of services
may be, which the Candidate hereby waives. The Candidates are expected to examine
carefully and comply with all instructions, forms, contract
provisions and specifications contained in this
Request for Proposal.
Submission of proposals and closing
date
Proposals must be received at the address mentioned on the
front page by hand or by email not later than the closing
date and time specified on the front page.
Evaluation of Proposals
The evaluation method will be the quality and cost-based
selection. A two-stage procedure shall be utilised in evaluating the Proposals; a technical evaluation and a financial
evaluation.
Proposals will be ranked
according to their combined technical (St) and financial
(Sf) scores using the weights of 75% for the
Technical Proposal; and 25% for the offered price. Each
proposal’s overall score shall therefore be: St X 75% + Sf X 25%.
