Description
Skills Development Fund (SDF) is a
newly-adopted policy instrument envisioned to become the most
trusted financing platform for sustainable and demand-driven skill development.
It aims to enhance allocative efficiency of public
funding and stimulate pragmatic public-private partnership projects in
bridging the skill gaps in an effort to attract
higher-value-added investments and generating decent jobs to realize the Government’s
vision of becoming an upper middle-income country by 2030.
The objective of SDF is to
stimulate private sector participation and establish a skills
training fund that is fully functioning and credible to the
private sector and development partners. SDF will achieve this objective
through (i) Simulating and adjusting SDF governance structure and mechanism, and (ii)
Stimulating active participation of the private sector in training and financing.
In order to archive its objective to stimulate private
participation in increasing the quality skilled workforce,
each year SDF funds a number of training
programs/projects initiated by training providers and/or companies.

SDF is looking to hire
Firm/Association/School/NGO to assess skills of trainees
graduated from training projects financed by SDF to see
if the trainees learnt skills upon completion of the
training. Specifically, the assignment is to:

Assess outcome of training
by evaluating ability of trainees with regard to theories and practices,
using the occupational standard that are mostly adopted
by the industry;
·
For each project,
calculate the percentage of trainees and group them into
5 rating scale: Very Good, Good, Medium, Weak, Very Weak; and
·
Collect feedback of trainees on School and Company.
