Description
API is a leading Cambodian capacity
building organisation in the areas of advocacy, policy
influencing, citizen engagement and good governance. API is a
non-profit, non-governmental organization (NGO) with the
mission to serve the long term democratic and social
development needs of Cambodia through empowering
people to interact with their government to protect their rights and provide for their
needs. By 2023, API has set its goal "To fulfill rights and enhance
voices of citizens for sustainable development in Cambodia" with a
focus on empowering women, youth and disadvantaged groups,
namely the poor, people with disabilities, indigenous
people and out of school children to voice their concerns and hold
government accountable, transparent, inclusive and responsive for their
decisions and actions at all levels
From 2019 to 2020, API successfully
implemented the project “Citizen Engagement in Social
Accountability in urban area, Khan Sen Sok, Phnom Penh; funded by
Oxfam.
In 2021 API will expand the Social
Protection in Social Accountability Mechanism, to support
vulnerable groups, the poor, low income families, people with disabilities,
old age, out of school children and street vendors in social
protection services by engaging them in the implementation of the
national Social Accountability Framework (I-SAF) to make their voices
heard in claiming better access to social protection services and
participation in local governance.

This position is for Project:
“Social Accountability in Social Protection" in Khan
Sen Sok.
Report to: Senior Program
Officer/Project Manager
Contract type: Fixed duration (12 months);
possibility of extension
Key expected results and responsibilities:
The project will contribute to improve
public service providers in Phnom Penh related to
social protection; by strengthening capacity of citizen
representatives and services providers on social
accountability and social project and related rights of service
users and to improve social protection and public service quality;
improving access to information about social protection and public services for
vulnerable groups in urban area and ensuring that
vulnerable groups service feedbacks and voices on social
protection are heard and responded in ISAF and Social
Protection Mechanisms.
Duties
- Through implementing activities below:
o Directly coordinate the project
planning, implementation, technical monitoring, and reporting, and budgeting of the
project.
o Lead the project implementation,
providing logistic support to project actions and reporting of each
action,
o Prepare and facilitate project activities
such as workshop, meetings, trainings, learning and reflection.
o Organize and facilitate regular
meetings, financial monitoring, compliance
o Conduct regular project monitoring and reporting, support to
Project Manager to report to donor.
o Develop report to donors under
supervision of Project Manager
o And other activities contribute to achieve
project's goal and organisation mission.
Requirements
- Bachelor degree (or higher) in social service development,
development study, law or development
- At least three years’ experience in similar projects in
areas related to social protection, social accountability,
social inclusion, local governance, social work, capacity development.
- Lived experiences of disability are a
strong asset
- Strong understanding of disability
rights, of how discrimination based on gender, disability and belonging to other
minority groups reinforce one another
- Understanding of the context of disability-related
policies, Cambodian DPOs and their engagement
- Great understanding of financial
management and procurement principles and procedures; project management
responsibilities and oversight local partners
- Possession of strong verbal and written
communication with internal and external stakeholders
both in Khmer and English
- Must have very good interpersonal skills and a proven
ability to work well in a team; proficiency in the
use of software packages, computerised system, Microsoft Office
including Internet, E-mail and others
- Ability to work independently,
initiative and work in a team
- A demonstrated ability to implement multiple
tasks effectively with strong results orientation
- A demonstrated strong passion with the API ’s
vision, mission and goal
